Do you have the Halogen headlights or Xenon?

I am having problems with my front passenger lo beam on my 2009 Mini Clubman. I replaced the bulb. I have replaced the fuse. I have even replaced the whole light assembly(the old one was hazy anyway). Same thing. Hi beams work, turn signal works and no lo beam. Any ideas?
